項(xiàng)目位于西昌市邛海北岸C03-1、C03-2、C03-3、C04-1、C04-2、C05-1 號(hào)國(guó)有建設(shè)用地，東至航天大道，南至高倉(cāng)河，西至濕地三期外圍，北至東城街道聯(lián)合安置小區(qū)，地塊面積約450 畝（策劃規(guī)劃單位可以根據(jù)策劃方案統(tǒng)籌配套周邊區(qū)域）。

圍繞“中國(guó)航天城·陽光康養(yǎng)地”戰(zhàn)略目標(biāo)，聯(lián)動(dòng)環(huán)邛海國(guó)家級(jí)旅游度假區(qū)的星月湖、聽濤谷、缸窯、大石板、月亮灣、小漁村等景區(qū)景點(diǎn)，以文化、旅游、休閑、體育、商業(yè)、度假業(yè)態(tài)為支撐，形成集吃住行游購(gòu)?qiáng)嗜赜谝惑w的國(guó)際旅游集散地--“邛海之芯”。

Centeringonthestrategicvisionof “China’sSpaceCity ·LandofSunshine Wellness,” theprojectwill connect withmajor attractionswithinthe QionghaiNationalTourismResort, such as XingyueLake,Tingtao Valley, Gangyao,Dashiban,MoonBay,and Xiaoyucun.Byintegrating culture, tourism, leisure, sports, commerce,and resortelements, theprojectwillestablishthe“HeartofQionghai” —an internationaltourismhubencompassingallessentialvisitorservices,includingdining,accommodation,transportation,sightseeing,shopping,and entertainment.

在充分研究上位規(guī)劃、文旅規(guī)劃及相關(guān)專項(xiàng)規(guī)劃、戰(zhàn)略目標(biāo)、項(xiàng)目區(qū)位、空間要素等條件下，統(tǒng)籌規(guī)劃構(gòu)建“文化+旅游+體育+商業(yè)+N”多元化復(fù)合型旅游產(chǎn)業(yè)體系，融合文化體驗(yàn)、文化演藝、主題游樂、文化創(chuàng)意、體育運(yùn)動(dòng)、購(gòu)物娛樂、度假等功能于一體的文化旅游目的地。

Basedonin-depthresearchofthemasterplan, tourismdevelopment plan,andrelatedstrategicandspatialplans,theproposalshouldpresentanintegratedconceptthatbuildsamulti-dimensionaltourismindustrysystemcombining“Culture+Tourism+Sports+Commerce+ N(otherindustries).”Thedevelopmentshouldintegrateculturalexperiences,liveperformances, themedrecreation, creativeindustries,sportsactivities,shopping,entertainment,and vacation functions to createa holisticcultural tourism destination.

3 應(yīng)征人資格條件

3. Eligibility Requirements for Applicants

應(yīng)征人須具備如下條件：

3.1 Qualification Requirements

A、應(yīng)征人為境內(nèi)注冊(cè)機(jī)構(gòu)，須具有獨(dú)立法人資格和完全民事行為能力，具有合法營(yíng)業(yè)許可，從事策規(guī)劃咨詢行業(yè)的機(jī)構(gòu)。

A.DomesticApplicants:MustbelegallyregisteredwithinChina,possessindependentlegalperson statusandfullcivilcapacity,holdavalid business license, and engage in planning and consulting services.

B、應(yīng)征人為港、澳、臺(tái)注冊(cè)機(jī)構(gòu)，須在注冊(cè)地具有合法營(yíng)業(yè)許可，從事策規(guī)劃咨詢行業(yè)的機(jī)構(gòu)。

B.HongKong,Macao, andTaiwanApplicants: Mustbe legallyregisteredintheirrespectiveregions,holdavalidbusinesslicense,andengage in planning and consulting services.

C、應(yīng)征人為境外注冊(cè)機(jī)構(gòu)，其注冊(cè)所在國(guó)或者所在地區(qū)應(yīng)與中華人民共和國(guó)有商務(wù)來往，須在注冊(cè)地具有合法營(yíng)業(yè)許可，從事策規(guī)劃咨詢行業(yè)的機(jī)構(gòu)。

C.OverseasApplicants:MustbelegallyregisteredinacountryorregionthatmaintainscommercialrelationswiththePeople’sRepublicof China,holdavalidbusinesslicense,andengageinplanningandconsulting services.

注：應(yīng)征人所提交的“類似項(xiàng)目”應(yīng)真實(shí)、合法，如有虛假、偽造，須承擔(dān)相應(yīng)法律責(zé)任，并承擔(dān)由此產(chǎn)生的一切后果。

Note:Submitted“similarprojectexperience”mustbegenuineandlawful.Anyfalsificationorforgerywillresultinlegalliabilityandallresulting consequences borne by the Applicant.

3.2 聯(lián)合體：

3.2 Consortium Applications:

本項(xiàng)目允許聯(lián)合體投標(biāo)【聯(lián)合體成員不超過3家（含牽頭單位）】，須提供聯(lián)合體合作協(xié)議，明確聯(lián)合體牽頭單位及各自分工。聯(lián)合體各方不得再以自己名義單獨(dú)參與本次征集活動(dòng)，也不得同時(shí)加入?yún)⑴c本次征集活動(dòng)的其他聯(lián)合體，否則，征集人有權(quán)不接受相關(guān)應(yīng)征人聯(lián)合體各方應(yīng)征方案。

Consortium applications arepermitted, withnomore thanthreemembers, includingthe lead entity. A consortium agreement mustbeprovided,specifyingtheleadunitandrespectiveresponsibilities.Eachconsortiummembershallnotparticipateindependentlyoraspartofanotherconsortiuminthissolicitation.Otherwise,theSolicitorreservesthe right to reject all related submissions.

4 征集方案程序

4. Solicitation Procedure

本次國(guó)內(nèi)及國(guó)際征集分為兩個(gè)階段：第一階段，方案初步評(píng)審遴選入圍階段；第二階段，方案詳細(xì)評(píng)審階段。

Thisdomesticandinternationalsolicitationwillbeconductedintwo stages:Stage 1:PreliminaryEvaluationandShortlisting;Stage2:FinalEvaluation and Selection.

第一階段：遴選入圍，根據(jù)遞交的初步《項(xiàng)目總體概念規(guī)劃方案》，結(jié)合機(jī)構(gòu)行業(yè)聲譽(yù)、業(yè)績(jī)、獎(jiǎng)項(xiàng)、擬投入項(xiàng)目的設(shè)計(jì)團(tuán)隊(duì)及有關(guān)設(shè)計(jì)許可等資料進(jìn)行綜合評(píng)價(jià)，從報(bào)名機(jī)構(gòu)中遴選出10 家入圍機(jī)構(gòu)。若報(bào)名機(jī)構(gòu)不足10 家，則由征集方重新發(fā)起征集。

Stage1: Preliminary Evaluationand Shortlisting. Basedonthesubmittedpreliminary“OverallConceptPlanningProposal” and supportingmaterials(includingreputation,experience,awards,proposeddesignteam,andrelevantlicenses),teninstitutionswill beshortlisted.If fewerthan10validapplicationsarereceived,theSolicitorwillrelaunchthe solicitation.

第二階段：方案評(píng)審階段，最終成果評(píng)選。對(duì)10 家遴選入圍應(yīng)征機(jī)構(gòu)遞交的全套設(shè)計(jì)成果進(jìn)行評(píng)選，評(píng)選優(yōu)勝成果單位3 家。

Stage 2: Final Evaluation andSelection. The ten shortlistedApplicants willsubmitcomplete design proposals for detailedevaluation. Three winning proposals will be selected.

通過行政評(píng)審，在優(yōu)勝成果單位中，確定1 家最終中選方案，并由該單位完成后續(xù)深化服務(wù)。

Through an administrative evaluation process, onefinal winningproposal willbe determined,and the correspondinginstitutionwillundertake follow-up design development services.

4.1.2.2 現(xiàn)場(chǎng)報(bào)名：應(yīng)征機(jī)構(gòu)應(yīng)自行前往成都市武侯區(qū)吉泰五路118 號(hào)3 棟3204 華夏城投項(xiàng)目管理有限公司現(xiàn)場(chǎng)獲取報(bào)名登記表及資格審查文件。

4.1.3 報(bào)名時(shí)間：2025 年11月10日至2025 年11月21日，每個(gè)工作日上午9:00-12:00，下午14:00-17:00（郵箱報(bào)名則以郵件達(dá)到時(shí)間為準(zhǔn)）。

5 征集費(fèi)用設(shè)置

5. Compensation and Fees

5.1 本次方案征集總費(fèi)用為人民幣 650 萬元（含稅）；

5.1 Total compensation fund: RMB 6.5 million (tax included)

5.2 其中，入圍設(shè)計(jì)補(bǔ)償費(fèi)用：人民幣20 萬元/家（含稅）；

5.2 Shortlisted proposalcompensation: RMB200,000pershortlistedApplicant (tax included)

5.3 優(yōu)勝設(shè)計(jì)費(fèi)用：人民幣50 萬元/ 家（含稅）；

5.3 Winning proposal bonus: RMB 500,000 per winner (tax included)

5.4 最終中選方案服務(wù)費(fèi)用：人民幣300 萬元（含稅）；

5.4 Final selected proposal service fee: RMB 3 million (taxincluded)

5.5以上費(fèi)用為累進(jìn)制。
